I found this link last week in my newsreader. It is a blog post from "Free Technology for Teachers" about a new site where you can download sound effects.
The website is freeSFX.co.uk and it looks well organized at first sight. All sound effects are well-arranged in categories and you can can select and listen to each of them directly on the page. Most of the audio files can be downloaded in two versions: as MP3 as well as WAV.
Preview works without registering, but if you want to download you have to create a free account. Usually you will then get an email with a confirmation link, which did not work for me. But you can have this confirmation email re-sent to you and so it worked for me after a second try.
If you download an audio file, you have to check under which license it is published. Many sound files are under creative commons, others are licensed under the website's own end user license agreement. At your first download, you need to accept these terms just once before you can download each sound effect with just a single click.
